A Fire Support Annex defines how fires will be planned and coordinated to support the maneuver, translating the commander’s intent into actionable guidance for fire support. The elements it includes—fire support objectives, target priorities, Fire Support Coordination Measures (FSCMs), coordination procedures, and observer and fire distribution procedures—form the framework that ties what fires will pursue (objectives and priorities) to how they will be controlled and synchronized (FSCMs and procedures) and who is responsible for observing and distributing fires. This structure ensures fires are timely, deconflicted, and effectively integrated with the scheme of maneuver.

Other areas belong to different plans: a logistics plan and maintenance schedules cover sustainment and materiel readiness; medical evacuation procedures and casualty evacuation routes address medical evacuation planning; weather forecasts and meteorological data pertain to METOC support. They may influence fire planning, but they are not the primary content of the Fire Support Annex.
